How to add the Blur/Smudge/Cut effect on moving video?

Hi all.

Does any one know if any of the popular editing software listed on this forum enable the effect you commonly see on TV where an area of the video is censored?

For example : A registration plate is blurred while the car is moving and the blur stays and moves thru ought the video or a person's face ect?

Any help would be great!!

Any video editing software with mutiple video tracks can do this, but Pure Motion Edit Studio has a preset function.

I've been playing with a trial version of Edit Studio 5.01 for about an hour now and have scanend the manual too but can't seem to locate that preset or how to add such an effect..

Have you used this your self or could you elaborate on how to access it?
