I have a large MPEG video (160 megs) that I need to resize, to decrease frame rate, to decrease quality to make it suitable for the web. It should stream properly on a regular ADSL connection.
I downloaded several applications to do so from Download.com, but I wasn't satisfied because either the application isn't intuitive, or I can't for instance set an output file size so that the application does its best to reduce the movie to only xx megs.
What would you suggest to achieve it?

NeroVision Express 3 can produce ADSL friendly MP4 files without too much effort. For ADSL, you want the file to play at 768kbps or slower. NVE3's 'Portable' profile manages good quality video and audio at 370kbps.
To test this I took a 720x480 MPEG2 file I had (76MB) and processed it. The resulting mp4 file was 272x224 and 64kbps AAC and only 4.7MB.
MP4's can be played by Quicktime (if encoded with 'Simple Profile' setting), Windows Media Player, Media Player Classic. and others.

I would suggest windows media encoder - free from m soft.
WMV is also a very portable way to stream stuff.
