I use Premiere and that has the option to export a single frame as a bmp file. I can then open that in Photoshop, run the de-interlace filter on it and I have a clean picture of my frame.
I do this a lot. Clean as a whistle. And from a high def camera, a single frame can be printed as a 6x4 photo at photo-ish resolutions too. Great for DVD cover designs.
