I'm not quite sure where to post this but this is my bet. I came here with a very techinal background. One of the things i was never good in was video editing/programming. I searched everywhere and i have failed to find a software that does my need. I need a software that i can input a video file and it will out put a gallery(list of images) pages for me.

If you just want to capture a series of still images (jpegs) from a video clip then Windows Movie Maker will do that for you. Just load your clip into the application and when it appears in the main window, you will see a little icon for a stills camera down near the bottom right side. Just play the clip to the part where you want to 'snap' a still frame, click on the pause button and then click on the little camera icon.
