How do I record off the TV?

I'm using Premiere Elements 2 on a laptop and want to record some TV off Freeview.
What's the best way to do that. Should I buy a TV card with Freeview?

The easiest way for you to do this is plug your camera into the back of you video out and record the tv and then transfer onto your pc the normal way.

You need to have a camera with an AV in and maybe a scart lead with a two switch on it.
