What do they do to sports footage (particularly football) when they show highlights or adverts for upcoming games using old footage etc.
The colours look very vivid almost film like.

Upcoming games using old footage... er...
If you mean perhaps why dooes old footage look brightly coloured? Simple, it was. The 'look' of the seventies was very bright, the whole zeitgeist was primary and bright and I suppose clour telly was new so colour transmissions had to be really really colour.
Perhaps the technology of the time also gave this strong rendition of colour.

In the world cup they'll use fast paced edited footage of a particular teams earlier game showing goals, missed chances etc. this footage will be accompanied by a voice over and suitably placed music. These edited highlights always look pin sharp and vivid. ITV play them leading up to a match. will try to capture some footage to demonstrate.

The effect you have noticed can be achieved quite easily by tinkering with saturation, brightness, contrast, colour correction etc. BBC have a habit of using a soft vignette effect around the corners of the screen to focus your attention to the centre of the image too (and they always do a far better job than ITV)
Play around with those settings to see what you can get. Hope that answers your question.
