Default help with video quality?

Dear friends,
I am Billy and an amateur of video editing issues. Please help me with this.
As far as I know, MPEG 1, 2 and 4, AVI and WMI are popular digital formats.
I would like to record favourite TV programmes onto hard drives and then to DVD disks.
Please let me know which format will give me best quality? what size 320x420 or 720x480 are the best? the more frame per second gives better video quality?
What tips and tricks that I should be aware of when I record the programmes onto the DVD?
