And that's why I like Pure Motion Edit Studio so much. You can do it better and easier in that program. I'm so glad I rarely have to use Premiere these days (this is unfortunately not a paid endorsement).

Shortly after writing this I visited the Pure Motion website and saw, "apply effects to a portion of video". Makes life a hell of a lot easier for that type of scenario!
