Default Compressing to MPEG 2

Having read Marc Peters guide to squeezing more video onto a DVD I have the following question. When compressing a video onto say a 4.7 gig single layer DVD, if you choose your compression option as "best available" will the software automaticly fit the video into 4.7 gig.
So for example, if your video was short enough, say 10 mins, there could be no compression at all provided the raw data did not exceed 4.7 gig.
Or is there more to it.........?

No player will read uncompressed data.

OK so there is definately compression no matter how short a video is. In which case what is the optimum time a video can be (to fit on a single layer 4.7 gig DVD R) before you start to compromise on quality.

You can apply the maximum DVD-compatible bitrate: 8,000 kbps.
