I don't know if anyone else has come across this in Adobe Encore DVD. I'm trying to paste a biography into the DVD, but Encore adds the text and extends it all the way out to the end off of the DVD menu. Any ideas?

What exactly are you doing? You haven't said. Are you simply trying to add text to a menu background, add text to a timeline or what?
Please give us the step by step process (including key presses) you use to get this problem.
I've never had any problems adding text to a menu composition. Then again I've never tried adding pages of it either.
Also, letting us know what version of Encore you are using might help as well.
I've said this so many times lately. Details details details.

I'm trying to have a menu thats only purpose is for text. Im copying and pasting a few paragraphs from MS Word into a text layer in Encore. So itstead of writing out the whole thing again, i was pasting it in. The same thing happens when i attempt to paste it in Photoshop.

It could be inheriting control codes from MS Word.
Try quickly pasting the text into Notepad to remove any control codes and then copy and paste it from Notepad into Encore.

I think the problem is that there are NO control codes in the test being pasted in. MS Word know to word wrap what is, effectively, one long line (paragraph) of text. Encore and Photoshop do not which is why it all goes in as a single line extending off the page.
I must admit I haven't suffered from this but then again I've not cut and pasted a moutain of text in.
Instead of selecting the te3xt tool and clicking to start typeing, try drawing a bounding box with the tool and ten cutting and pasteing your text in that. You might get the word wrap you want then.
