Default How do I get a picture from a video?

I am trying to get both a still picture and a small video clip from a DVD that has already been created. I thought I finally figured it out. I found that Windows Movie Maker will give you a picture from video but Movie Maker will not let me import my video. My video has files with the following file extensions: IFO, BUP, and VOB. Is there another software program that will convert my video into the format that Movie Maker requires or is there another program that will take my files and allow me to extract a still picture and smaller video clips?

Thank you in advance for your help on this matter.....

Thank you for the info. It did import the *.VOB file and it did convert the VOB file to a AVI file but it was only the menu of my video (one frame). My understanding is that the file I want to convert is the Video_TS.IFO file. I believe that is the file that contains the whole video. I am new to this but I think that is what it is. When I imported the IFO file into MyDVD it worked great but it does not capture a still picture. Thank you again for your help on this. I will have to keep on looking....

My Apologies!!!! I had tried so many different things that the file that I used was not a good one!!!! I am so excited!!! I have been trying to figure this out for weeks. THANK YOU. It did work!!!! Thank you again!!!!
