Will depend upon the software.
But the most common reason for Aspect Ratio being grayed out on most Video Editing software is becuase your project codecs cannot compress anything other than the default aspect ratio.

If you're creating DVD compliant MPEGs using the wizard, you need to choose 16:9 at the start (or 4:3 for old school tv sets LOL). Otherwise, you can load the "unlock" template. Choose load, then browse to the extra directory under the TMPGenc install folder. This will allow you to change a whole host of standard settings.
