There may be a simple answer to this question, but I'm going to ask it for those who might not know the answer:
I've noticed when I watch commercial DVDs, they have an intro clip (FBI warning, etc.) before the menu shows up. How do I do this on my own DVD's? Mine either bring up the menu first, or they just show the clip(s). BTW, I am using Ulead's MovieFactory 3, if that makes a difference.

Place your 'First Play' clip on the left most side of the clip bar. make sure its selected then check the 'First Play' checkbox.
Simple as that.

I use Ulead vid 9
The way I do it is to create an intro file/clip which contains all my copyright stuff and ads
when you create a DVD in ulead import and set the "intro" clip to play first,,,,after place your projects into there menu postions/chapters
so now when you play the DVD the first thing you see is the INTRO then it carries onto the main menu,,,,
Don't know if this helps mate but thats what I do,,,,
