Don't know about fastest, but FlaskMPEG and DVDx are free.

i hear that imtoo dvd ripper can backup DVD into VCD, DivX, MPEG, etc. but i don't know if it can convert dvd to mpeg2. find it in google and try.

DVD is either mpeg2 or mpeg1. Most are mpeg2.
DVD decrypter will demux for you.
