By "DVD" do you mean vob format files on burned dvd disc? Not sure what you mean by FAST.
If vob files not encrypted then you can open them in one of several free trancode utilities - I like mediacoder - and cause it to transcode the vob to whatever file type/size you select.
Some consumer editing programs - I believe ULead Video Studio starting with version 10 is an example - will recognize and accept unencrypted vob files and render them out as VCD or SVCD.
FAST? How big is the original file and how powerful is your PC's chip?
I can take approx five minutes of unencrypted vob (a.k.a. mpeg2) and render it to VCD or SVCD in less than five minutes. VCD is a great file size/type for uploading to video sharing servers like YouTube.
