Question Tough time burning Multi track DVD

Just as the title states. I am wanting to put together a multi track, so's my viewers that get my DVD don't have to fast foward skip to watch another video. Like scene select.
Adobe premeier pro 2.0 is what i use. I am able to burn one and only one video. I would love to offer a menu with a still in it not picky of titles but I am sure if I learn to burn multi scenes it may just add that automatically.

Anyway what I do to burn just that one track I go to export, then export to DVD and it burns that one file flawlessly to DVD and comes out looking great. This will work with any clients I get that just want it on DVD with no regrets of how it gets there.

Anyway anyone have an idea?
