Default Film Clean Up

I have a reel of 8 mm B&W film which was transfered to VHS and later to DVD. The original film was an ORWO brand film manufactured in east Germany during the 70's. The quality of the film was very low and the developing process was not good so now the film is washed out, grainny, lack of contrast, with scratches , etc and therefore when you play it back on a DVD player it looks the same as the original film. I'd like to digitally enhance and clean up this video because it shows memories which are very valuable to me. I don't want to spend a lot of money in a fancy video editor software but just something simple--if I can download it for free it'd be much better-- that I can use. I'd like to hear your advise.
