Because you are not just uploading to one peer, just like one seeder is not the only seeder uploading to you (in normal circumstances). So, if you are in a large swarm, say 300 people, they will all be uploading different parts of the file to your system - you can see this clearly in the file's Details section in Azureus.
It typically starts of with you receiving a 256KB piece which you upload to those in the swarm who have not got it, while at the same time receiving another piece. Therefore speeds ALWAYS start off slow but after a couple of minutes you should get blistering performance, especially in large swarms. Of course, if you are downloading from a a one person swarm then you are restricted by whatever his system's upload speed will be (just like in KaZaa). Thankfully most swarms are usually of sufficient size in order you to download at a reasonable speed.
Also the max upload speed you set has an effect on your download speed.
