Ok i have got this skateboarding video that i have edited in premier elements 2 and when i watch it from the timeline it is perfectly fine. Then, when i export it to quicktime and use H.624 encoder it ends up as about 41mb in size and when i watch it there are loads of fuzzy lines all over the place but not covering the whole video image. Also on two of the clips it stutters repeatedly on and off. As you can see i want to upload it onto the internet but im nto even goign to bother with it in such a large size and bad quality. Can someone please advise me on this?

The word 'lines' suggests to me that you need to apply a de-interlace filter to your footage. There should be something in the footage labeled de-interlace or perhaps 'progressive'.
You will change from 'Windows Movie Maker' when you've made more than 5 post.

Ok thankyou very much but also do you have any idea how i can reduce the file size down to about 6 mb?

I have never uploaded video to the Internet (Yes, I've been living under a rock for the past ten years...) but is Quicktime H264 the best codec to be using? As Mark says you need to reduce both the video and audio bit rates for example
Video Settings
Compressor: H.264
Frame size: 320h 240v (1.067)
Frame rate: 25.00 frames/second (do you need 25 frames per second?)
Pixel Aspect Ratio: D1/DV PAL (1.067)
Fields: Lower Field First
Audio Settings
Compressor: 32-bit Integer (16 Bit or try 8 Bit if it is available)
Sample rate: 48000 samples/second (22000 samples/second should suffice)
Channels: Stereo (How about Mono?)
Sample type: 16-bit (Change to 8 Bit?)

It's probably not worth changing the frame rate as only the bitrate has a bearing on the physical size of the file.
