Default Adobe Premier 6.5 Freezing when searching frames

So I am editing a 13GB AVI.

I Load and play it fine.

When i try to do a FRAMES FORWARD or FRAMES BACK, the HARD DRIVE goes NUTS processing and hangs for over 15 minutes just for like 10 frames, If I go more than that then I have to wait another 15 minutes. WTF?

My CPU usage is at 35-37% and my memory commited is 412MB of 2048MB available.

I dont think its a resource problem. My Harddrives are both 7200RPM IDE drives with over 50% of free space (one is 160GB the other is 200GB).. is there a setting i missed somewhere?

What's the format of the AVI file? Premiere 6.5 is pretty much only happy with DV AVI files.
