Default premiere 6.5 data rate to high??

hi, i recently captured some 90 minute footage off an old vhs then exported it with premiere and the file size was 6 gig! I then just tried exporting 30 minutes and then tried to burn it with encore in which i got an error that the data rate was to high. im using the adobe mpeg encode to render and have tried pulling the bitrate variable back to 6000 with no luck. what could I do??
