Default Video is Jerky & blurry in timeline

I am using Premiere Elements. When I take video off my DVD disc from my camera and add it to my project it appears clear. As soon as I move it down to the timeline it becomes blurry. I have rendered it and reversed field dominance. Also when I view the video from my camera to the TV it also appears clear. It seem it happens while I put it on the timeline. Anyone know how I can clear this up?

Thanks
Donna
