Talking Crowbaring 16:9 HDV into 4:3 small

Hi Folks - I'm making a compilation movie of all my video projects. It's all going swimmingly but one of my videos is in HDV 16:9 and its rez is huge. So how can I crow-bar this fat movie into a smaller one, I don't want to lose the sides of the 16:9 movie, I'd like it as postbox format. ANY HELP?!! PLEASE THANKY VERY MUCH!!!
