Hi, great site hope to pick up lots of tips on here
Just wondering is it possible to create the wide screen letterbox effect (black bands at top and bottomof screen)with Adobe premiere elements? and if so how

Yes it's possible, but why do you want to do this? Do you have 4:3 footage that you want to add bars to? All you have to do is apply the crop effect and crop the top and bottom.

I think you missed the point of what Marc was saying. Sure it's possible. He's just questioning whether it's actually a reasonable thing to do and is trying to determine whether it really is what you need toget your desired result.
But crop should be one of the video effects you have available in Elements. I don't have Elements so can't tell you exactly where it might be. It'll be in your manual though.

Im not a elments user either but I am gussing that if you go into the FX pannel and type "crop" at the top. It wil work.

To find the crop effect click on Video FX and then on Video effects a list of groups of effects will open and you will find the crop effect in the transform group which is at the bottom of the group of effects.
Hope this helps.
You could also get a similiar effect by double clicking on the monitor window and resizing the image so that you had black bars top and bottom.
