Default Jagged Video

Hello - I have shot some video on a Panasonic video camera, edited it on Premier Pro 1.5 and burned it to DVD using DVD Workshop. When I watch the final video back it seems very jaggedy (fuzzy/blocky/not smooth) - especially during panned footage. The picture quality is great otherwise. Please can anyone suggest what the problem may be? Thanks in advance.
