Default blur out parts of video

I am producing a video using Adobe Primere Elements 2.0 and I need a way to blur (pixelate, black out, etc.) select portions of the video to cover brand names, the faces of people, lisence plates, etc.
Is there a way to do this in Primere Elements or will I need another program?

No idea about Elements, never used it, but this tutorial on how to do it in Premiere is very good. Perhaps its very similar in Elements...

I checked the tutorial and it does work with Elements. The only problem I have now is that when I try to position the blur, Elements will slide it away from where I origianlly positioned it.
Is there a way to get the blur to stay where I put it?
