Default Is There A Way To Improve The Quality?

I am edting a video and about half of the footage came from an analog source and the quality is quite shitty. Actually some of it had to be transfered directly from a vcr because the analog camera died. Anyway I was wondering if there is anyway to improve the quality of that footage using any of the adobe programs because it looks horrible compared to the digital footage?
