Question Editing VCD in Premiere pro 1.5

Hi, Greetings my friends. I am new to your forum so I hope I am doing everything correctly.
I ma using Premiere pro 1.5 with main concept pro plugin. According to Mainconcept I imported the DAT file directly in work area. But to my surprise I found two black strips at two sides of evry frame. The VCD was encoded as PAL 4:3 and I imported it accordingly. The black strips were not in the in the original, and it stays after rendering either with adobe media encoder or main concept encoder.
