Finished DVD - playback image is not smooth!

I've recently transferred a Video 8 cassette to DVD and edited the VOB file in Premier Elements 2.0.

The editing was done in PAL format. Unfortunately, the burnt DVD playback doesn't look smooth!

Any ideas please?
