Default "Scanlines" effect in Premiere or AE

Can anyone tell me how to get the "scanlines" effect which features in "The Shield" or the start of "28 Days Later" using either Premiere Pro 1.5.1 or After Effects v6.0 ?

I have uploaded a screengrab of the effect: http://spaces.msn.com/alliedaviation/

to get a bigger image just click on the little triangle to the right of Slideshow, then click "Full view".

My thought was perhaps creating some kind of mask with lines in it using Photoshop. But I'm not sure if this would work.

Yes, making the scanlines in Photoshop would work - create some greenish lines on a white blackground and apply a luma key filter. I have done this using Particle Illusion and have a set of TIFF files if you need them.

Thanks for the tip. I think using the Luma Key is the trick to getting it to work properly.

It would be great if you could send me the TIFF you have done. My email is allied_aviation@hotmail.com

Would this work OK in both Premiere and AE ?
Doing it in Premiere would save having to render (large files as I am doing this in HD).
