Your spec's look like they can cope with anything like that, doubt that's the problem.
What type of footage are you using?
is it DV captured from your camera?
or something else?

its old footage from a buddies HI-8 tape. I was trying to put together some clips for him. Is the quality of the footage not good enough for transitions?

Does this do it after rendering, it will certainly be jerky before you render

yeah i'm still getting the priblem after rendering, regardless of what export type i do. I just defragged my drives in hopes that it will cure this problem. I'm gonna test it out in a bit.

Does the original footage play ok in media player - before editting?
Does the same media play ok in Premiere pro?
Does the timeline play ok before you export it?

Just grabbing at straws a bit here, Have you left enough frames either side of the transition for it to work properly, and as Alan said does it play alright direct from the timeline through a TV monitor.
Would not have thought it would be any thing to do with tha fact it is Hi8 footage, I have worked with all tape formats in Premiere without problems.

At least 12 or 14 each side if you are going for something up to a second cross fade
