Using the Export Fame option in Premier Pro, I keep getting a poor image.

I did step forward and backwards and tried again. But it looks like two images superiposed and one moved a bit.
The image looks OK for exporting.

Are they anything I can do to sort this out.

Is it an interlace problem?

It is exactly an interlacing problem. You will need a graphics program with a filter to de-interlace it to get your picture just right. Photoshop has one by default.

You can de-interlace a clip before exporting a still frame by right clicking on the clip in the timeline and selecting the de-interlace option - but remember to unset de-interlace again if you want to export video from the timeline.
