Hey what's going on. I just wanted to know if Adobe Premiere Elements has a white fade out?

I don't know Premier Elements so if you can't find a 'white fade out' then try creating one.

Just create a white image anyway you like and then just cross-fade to it. Maybe adjust contrast and brightness to get the exact effect you might be after as well.
