in movies or shows, how do they blur out one part of the screen and not the other part, like say they want a person on the background to stand out, the persons surroundings will be blured out leaving the person to stand out. can anyone tell me how thts done? thnks!!!

This is how they do it on faces. I would assume you could do the samething that you said also with it:
