A 25Mb download as an example. You have to be kidding!!! Be reasonable! There are plenty of people here who like to help but you must help us to help you.
But now I have that rant off my chest...
Easy enough to do. You just need a video of the flickery bit at the bottom. It's not obvious how that was made. It might be random noise or maybe a flame flickering. Anyway, just use that clip as a luma key for the clip you play.

that looks like nothing more then a simple mask, Easy to do, make a image in photoshop. and fade black to a clear color and save as psd, then export and bring into after effects and overlat over video.

It is a simple mask but in the clip linked the mask was actually animated adding to the problem slightly by necessitating the use of a video clip rather than a still.

Well if you think about it it should still be easy to animate, Lets say 7 frames or so looped. Add noise to matt. then Simply adjusts the Black lvls slightly back and forth so you get a fluxuation
