Default Importing images into timeline on Premier elements

When I import mpeg files into the timeline on Elements they do not run smoothly when played back in the monitor. The video and audio skip. The mpegs I'm using have already been rendered from avi captured in Ulead video studio 9. Also on a serparate not I can't seem to alter the Timebase under general project settings.

Any help would be greatly appreciated!
