Default Premier 6.5 - alter frame size

I'm going to use DGPulldown to convert my PAL DVD to NTSC, but before going the VOB or m2v route with it. I should like to see if I can create from my own material of a DV AVI (not Microsoft AVI) 25 fps avi with 720x480 size in Premier.
Is this possible and if so could someone tell me how.
