Well, as Premiere cannot invent detail when you zoom then, yes, it is just one of those things. However, if you start with a large still image and zoom that then it should be ok until you reach the limits of the resolution of the orighinal image.
But basically, digital zoom of video is to be used with extreme caution as quality will go down - just as you've noticed.
However, if you desperately have to zoom then play with some of the effects to maybe bring some details out again. I've not doen this with Premiere but Photoshop's equivalent is the 'unsharp' effect. It will sharpen the image up just a tad and may help and be useful for quick shots. And yes, the UNsharp effect actually sharpens and doesn't blur. So see what equivalent effects Premiere might have and have a play.
