Default Blur Transition

I know I can do this manually in After Effects using KeyFrames, but I was wondering if there is a built-in effect in Premier Pro which can do it...

The effect I am after is for a transition where at the end of scene A the video becomes blurred, then at the start of scene B it unblurs (they use a similar effect for "flashbacks" in the series "Without a Trace").

add a keyframed blur effect to the start and end of each clip respectivley then cross fade them into one another.

Thanks. That's great. I didn't realize that Preiere had Keyframes too! I guess I have only found 10% of what Premiere can do!
