Default Getting rid of black backgrounds behind still images

Hi, I'm making a dvd slideshow with music in Adobe Premiere Elements. I have all my still images placed along with transitions, but behind the stills there is just black since the stills do not take up the whole screen. How do I put a background image behind the stills? Thanks.
