Default Circle Rotation

How do I make a circle in Premiere Pro rotate with a center, such as a spinning wheel?

First, create your spinning wheel (photoshop, for example..).
Import the created wheel into premiere.
Then, you just have to keyframe its rotation on the effects menu (motion--»rotation).
Enjoy!

I did that, but instead of spinging from the center of the wheel, the wheel spins around its own center outside of itslef so its like alight show effect going around in circles

Tee hee, I see what you mean now

Simple fix: import the image centred on a square canvas. That way you know the centre will always be fixed at the centre! If you have it slightly off, it will continue to be so as the circle rotates.
