    Default Slomo effect (Twixtor)

The slomo effect in the beginning of the video seems to be done by twixtor.. the camera is moving but the image is still, or sometimes the camera is moving and the people are in slomo... Is there any tutorial on how to achieve this?

I think this was done simply by getting the people to stand still as the camera moved around them. To sell the effect they are in poses in a way which looks like they are in the middle of a motion. The simple way is often the best way.

If it was done with twixtor, you would probably see a few artifacts here and there

also, you can achieve this effect in after effects without the twixtor plugin. slow down the video clip using time remapping or time stretch, then right click on the video and go frame blending > Pixel motion. Then turn on the frame blending tab for the composition and BAM. SLOW MOTION YEAHHHH!!!!!

I believe MidnightBlue's suggestion was best and the most obvious solution. I have looked at some of the frames; and could noit see any evidence of frame blending.
