I want to make a title with a fixed image in the background and roll information if front of the background. However, when i try to do it the background rolls two. How can I fix the background and roll the text?

Are you using Premiere (if so which version) or After effects?

Are you creating the rolling titles in Premieres title making thing or in some other software?

how I'd do it in Premiere 6:

place the image you want in the background on video track 1

create the rolling titles in Premiere with no background,

place title on video track 2,
