'Twitch'. Do you mean this product VIDEO COPILOT | After Effects Tutorials, Plug-ins and Stock Footage for Post Production Professionals . "Can't get it to work"? What software are you using it on?

I am not sure exactly what effect you want; but assume it could be done by manually adding hundreds of keyframes to a few effects.
With After Effects, one may be able to connect the relevant effects and then use AE to calculate the timings, based on the audio track.
The short demo I saw of 'Twitch' appears to make the process alot simpler, but was not made for all editions/versions of Premiere.
