i am in the process of making the letter rotate on the y access . does anyone know if i take make the text layer a 3d object so it is vissible at all times

Possibly English is not your first language but it is not clear to me what you are asking. There is no actual question in your post.

In both Premiere and After Effects you will be able to rotate your text in 3d space. However extruding the text (as per the 20th century Fox logo) will be the hard part - if that's what you want to do. I don't know how to do that off-hand in any plain vanilla versions of the Adobe software. You might need a plugin for that.
