edges effects???

I was wondering How do u make the edges of your film rough like as in they move? not the whole thing jus the edges?

is it possible to make the edges visible but the middle transparent?

you can use a matte to do this in Premiere, which version of Premiere are you using?

In After Effects you can use a mask to select the area that you want to be visible, I'm sure someone else can explain how to do this better than I could.
