If it did, they'd be a bugger to work with in Elements - wrong file format and frame size for native editing. (result would be a stuttery timeline and a tiny little image in the center of the video window - not good). You'd probably end up converting to DV first. Which isn't what you wanted to hear.
So, its a "it might do, but it probably isn't worth buying for that purpose".
Windows Movie Maker might given that WMV is an MPEG4 codec.
