A film festival wants the following requirements.
1st Stage
The following format will be accepted:
AVI
MOV
MPEG (2 & 4)
3GP
3GP2
The following file extensions will be accepted:
.avi
.mov
.mpeg
.mp4
.3gp
The following video codes will be accepted:
H.264
H.263
MPEG (2 & 4)
Motion JPEG
Other things to know:
The frame rate should be above 21 frames per second
The bitrate should be above 512 Kbps
2nd Stage
You can send us your film on tape or digitally. Check which formats are acceptable below.
Acceptable tape formats
The following tape formats are listed in quality order, from lowest to highest. MiniDV is not usually of high enough quality to transfer to 35mm. Therefore we’ll only accept this format in very special circumstances – where we really love your film and it works cinematically on the big screen.
Tape format quality levels
Low: MiniDV
Medium: DigiBeta, DVCam, DVCPro
High: D1, D2, D3, D4
Highest: HDCAM SR, HD-D5, HDCAM, HDV
Acceptable digital formats
All digital formats should have I-Frames and be of a high quality resolution of 25Mbits/second or above. The following standards can be accepted. These could be accepted on DVD.

Medium: DV25 200MB per minute 50i High: DV50 400 MB per minute or Uncompressed Quicktime 1.5GB per minute.

I have a few questions about this.
1) Can one use video codecs (H.264, H.263 , MPEG (2 & 4), Motion JPEG) with any of the formats (AVI , MOV, MPEG (2 & 4), 3GP , 3GP2 ). Basically wahts the connection between formats and codecs ? Do I have to use any one of the above mentionned codecs while rendering in any one of the following formats ? Is codecs in the sub menus of the format ? So if we select AVI, there will be different set of codecs availabe under it , when making setting for rendering , and similiarly for differnt format likes. Is Codecs one of the sub settings for every format ?
2) How can one ensure the bitrate is above 512 Kbps ?
3) Under the accepable tape formats, is it anything to do with the kind of cam we are doing or is just about the kind of tape we save and send our work in ?
The festival classified the tape formats into :
Low: MiniDV
Medium: DigiBeta, DVCam, DVCPro
High: D1, D2, D3, D4
Highest: HDCAM SR, HD-D5, HDCAM, HDV
IF the camera does matter, which category would HV 30 fall under ? Or is that they are not talking about the cameras at all ?
Can I shoot in HV30 and send it in HDCAM tape format ? and can I shoot in HDCAM and sent it in MiniDV ?
And whats D1, D2 etc - absolutely clueless about it
4) About the sentence "All digital formats should have I-Frames and be of a high quality resolution of 25Mbits/second or above ", does I frames mean "interlaced" ?
and how does one ensire 25Mbits/Second or above ?
5) About "Medium: DV25 200MB per minute 50i High: DV50 400 MB per minute or Uncompressed Quicktime 1.5GB per minute " . I have rendered many times in Premiere, but never seen these settings (DV25 200 MB per minute, DV50 400 MB per minute etc )
Would be very grateful if anyone can shed some light on it
