Default Aged film look

I'm trying to make some footage look like it was from the 20's. If you've ever used iMovie HD you'll know the look I'm thinking of, it makes the footage look grainy, adds a sephia (sepia?) filter and has the vertical lines scrolling left and right. I have Premiere 6.0, Photoshop 6.5 and After Effects 7.

Default

Premiere Elements 7 has an aged film effect. You can also use the old film effect in Windows Movie Maker. Export the video and add it to a Movie Maker project, add the effect and then export it again for adding to your project.
