Distortion plugin for Premiere PRO CS3

Hi!

I'm looking for the plugin to Adobe Premiere PRO CS3 that will create distortion, like in Terminator-4 teaser ( Dailymotion - Terminator 4 Teaser Trailer, a video from teaser-trailer. terminator, teaser, trailer
)

Could anyone help me with it?
